MTSBA's governing board is made up of dedicated trustees from all across the state of Montana.  A trustee is elected from each region to serve a two year term.  In addition a municipal director is appointed from each of the AA districts by their respective local boards.  Two additional positions, the Indian School Board Caucus and Montana High School Association round out the  twenty member board.  To find out more about your representative, or to contact them please click the appropriate director below.

Barb Riley, MTSBA’s President, Barb has served as trustee to the Columbia Falls School Board since May, 1995, and has held officer positions since 1999. She was elected to the Montana Schools Unemployment Insurance Program (MSUIP) board of directors in 2000, serving as Board Chairperson for four years. In September, 2008, Barb was elected to serve at the national level on the National School Boards Association (NSBA) Policy & Resolutions Committee. She will also work with NSBA as an advisor for the Leadership Conference to be held in Washington, DC in January, 2009. In October, 2005, Barb was elected to the MTSBA Board of Directors.
 
Her service to schools started as a high school student body representative to her local district’s board.   Although a non-voting member, the experience served as a catalyst for her involvement and dedication to providing and protecting public education for all students.
 
A native to Montana, Barb owns the real estate operations for Meadow Lake golf community in Columbia Falls, as well as her own accounting and business services company. She and her husband, Russ, have two children and one grandchild.

Charles Wilson, MTSBA’s President Elect, Charles Wilson was elected to the Glasgow School Board in 1992 and currently serves as its chairman. He was elected to the MTSBA Board in October 2005. He grew up in Texas, served a two year mission for his church among the Spanish-speaking people of the Los Angeles area, attended the University of Texas at Austin, Brigham Young University at Provo, and UCLA. He is a dentist at The Dental Care Clinic and is active in the dental association, church, Kiwanis, Scouts and other community organizations. He and his wife have four children and three grand-children.

Mary has served as a Trustee since 2000 and currently sits as vice-chair of the Lewistown School Board. Mary was first elected to the Montana School Boards Association Board of Directors in October 2003 and was elected as Vice-President of MTSBA only a year later in October 2004. Mary currently serves as the Association's Past President.
 
  Mary received her degree in elementary education from Truman University and taught in Missouri, Texas, and Oklahoma before moving to Montana in 1993. She has been active in community and professional groups, PTA, and PTSG. She served on the Governor's Task Force for Education in Oklahoma and wrote children's programming for children in the hospital setting. Currently, she serves on the board of the Montana Alliance for Arts Education and as a bookkeeper for a medical practice. Mary and her husband Pat have two children, Michael and Christopher.

Jack is currently serving active duty overseas.

Jack has served on the Hellgate Elementary School Board for 10+ years. He has been involved with numerous committees and served as Board Chair.
 
 Originally from Connecticut, he finished his B.S. in Forestry from the U. of Montana and has lived in Missoula for 34 years with his wife Cindy. They have 4 adult daughters who enjoyed public school education. Jack has worked as a Smokejumper, Contractor, and Facility Manager. Currently he is employed by the Army Reserve as a civilian and serves as a Warrant Officer with the Army Reserve Engineers.

Lance Voegele is a trustee in the Belgrade School District and has been since 2003. He currently is serving as chair. Lance grew up in eastern Montana on the family farm until relocating to the Gallatin Valley in 1990. Lance has been in the Belgrade Booster Club since 1995 and has served two terms as the President of the Club. He is a member of the Belgrade Church of Christ. Lance owns Rocky Mountain Remodeler, a general contracting company in Belgrade, Mt. since 2003. Lance's wife, Lynesse is a secretary at the Belgrade High School, and a professional seamstress in her spare time. They have three children, Ariell, Chelsey, Chance who all graduated from Belgrade High School and are currently attending the U of M in Missoula.

Joanne Schrupp, MTSBA's imediate Past President, became an officer in only her second year on the MTSBA Board of Directors. Joanne was first electedto the Colstrip School Board in 1999 and is currently serving her 4th year as chairperson. Before serving on the Colstrip School Board, Joanne worked on district committees and was an active parent volunteer in her community. Joanne has been active locally in gifted & talented education and served on the Montana AGATE board of directors for one term as its eastern Montana representative. Joanne currently serves on the board of directors for the Quality of Life Corporation, a partnership between the Colstrip school district and the Colstrip Park & Recreation District, the purpose of which is improving the quality of life in Colstrip through support of youth programs, volunteer organizations, and scholarships. Joanne has also served on her local church's preschool board.
 
 Joanne and her husband Larry have two sons: Jared, a senior, and Ethan, a freshman, at Colstrip High School.

Mary was elected to Flathead High School & Kalispell Elementary School Board in 2001 and she is currently serving her second term. She became a director with MTSBA in October of 2005. She has been an active volunteer in her schools and her community.
 
 Mary graduated from the University of Missouri-Columbia with a degree in Speech & Dramatic Arts. Currently she is employed at a retail hearth shop, and with her husband Alan, own their own business. She has 3 children: Mark, Kelly & Christopher.

Jan Cahill, MTSBA’s Vice President, Jan Cahill has served as a trustee on the Great Falls school board since 2005. He and his wife, Angela, have two children, Robert, a junior at the University of Montana, and April is a junior at Great Falls High. Jan currently serves as the Executive Director of the Montana Association of Community Disabilities Services. He previously served as the Chief Executive Officer of Quality Life Concepts. He served as a School Superintendent for sixteen years, elementary principal for two years, and a junior high teacher for six years.   Jan earned a Masters degree in Educational Administration and a Bachelor’s degree in Secondary Education, both from MSU-Billings. Jan currently serves on the Board of Directors for the Great Falls Area Chamber of Commerce, President of the Board for the Park Manor Retirement Center, and board member for the Humane Society of Cascade County

Don Jones is a trustee on the Helena School Board and has been since 2000. This is his second year serving as a municipal director with the Montana School Boards Association. Don participates in a wide variety of community activities and is a six year volunteer for his school district's Title 1 remedial reading program.
 
 Don is a graduate of Washington State University and received his law degree from the University of Oregon. He has practiced law since 1995 and has his own law firm. He is a member of the Montana State Vocational Rehabilitation Council and the Montana State Transportation Partnership Council. Don is active in both local and state government and regularly testifies before the legislature in support of public education.
 
 Don's wife, Sandy, is an elementary school teacher. They have three children: Lindsay, Emilee, and Bryson.

David has served on the Whitefish School Board for sixteen years and was first elected to the MTSBA Board of Directors in 1995. David was elected to the position of MTSBA representative on the Montana High School Association Board of Control in October 2000, and rose to the position of President in October 2003. He graduated from a Community College in Rhode Island. His profession is in the sales and services of wood and gas heating appliances.

Keith Osborne -

Born and raised in Richland County. I served 8 yrs. in the Montana Army National Guard.  My wife Bonnie and I have 3 sons.  I have been employed by Richland County Public Works 28 years as of March 2009. I have served on the RAU SCHOOL Board of trustees for 12+ years.

One of seven children, my childhood was spent on a cattle Ranch north of Chinook. I graduated from Chinook High School in 1972 and in 1977 graduated from Montana State University with a degree in Ag Business. Upon graduating from MSU, I worked as a loan officer for what is now the Farm Credit Services. In 1980, I returned to the family ranch
north of Chinook, where I currently resides with my wife, Rose, who is a retired elementary teacher currently serving as the technology coordinator at the Chinook Elementary School. Our daughter Elizabeth is a High School Math and Physics teacher at Alberton High School and our son, DJ, is a freshman at the University of Montana pursuing a
major in sociology with the intent to attend law school. I am currently serving my seventh term on the Chinook School
Board.

I served on the MTSBA Board of Directors from 1996 – 2002. Presently, I serve on the Montana Independent Telecommunications Board of Directors in Helena, the Montana Association of State Grazing Districts Board of Directors in Helena, the North Blaine County State Grazing District, the Triangle Telephone Board of Directors, the MUST Board, the WCRRP Board, as well as being a member of the Citizens’ Advisory Committee for FWP in region 6. I have officiated US Swimming and the Summer Federation of Swimming for nineteen years and was a past 4-H
leader.

 1962 - Born in San Rafael, CA

1974 - Moved from Millbrae, CA to Spokane, WA just in time for the Worlds Fair.

1978 - Moved to Outlook, MT from Spokane, WA joining my family on the family farm/ranch. 1980 - Member of the Class C State Champion Outlook Bluejay basketball team.

1981 - Graduated from Outlook High School 1981 to 1985 - Cantor
at Carroll College and for the Diocese of Helena. 1983-1985 - Teachers' Assistant at Carroll College in the Economics Department A member of several economic impact studies of businesses in the Helena area, including the Helena Regional Airport and Kessler Brewing Company.

1985 - Graduated from Carroll College with Honors.

1985 - Married my beautiful and understanding wife Linda. I am proud to say we have been together for 23 years and I love her more today than I did the day we got married, or yesterday for that matter. 1985-1986 - Lived in Sidney, MT working for Eagle Picher Industries running a shift at a fertilizer manufacturing plant and assisting in the lab. Linda taught special education at Sidney High School.

1986 - Moved to Billings, MT - I began work in the insurance industry as an underwriter for Travelers Insurance. Linda began teaching special education at Lockwood Schools in the Middle School; a position she still holds today.

1986 - 1997 - Continued my singing in church as well as for other events and ceremonies in Billings and other places around Montana. 1988 and 1989 - Coached baseball in Billings working with 14, 15 and 16 year old young men.

1991 - Our son Greg was born and my life was changed forever. I became a father and that changed my priorities and outlook on almost everything.

1992 - Became the manager of the Travelers Property Casualty Commercial Lines office in Billings. I continued to underwrite and educate agents in Montana and Wyoming regarding insurance coverages and the law in those states. 1996 to Present - Volunteer to
coach and work with young people as a coach in youth hockey here in Montana and in Saskatchewan and Alberta.  Became certified as a goalie coach in Canada to help promote the sport of hockey here in Billings and around Montana. Also coach youth soccer and basketball here in Billings.

1997 - Our daughter Natalie was born. If I didn't have enough resolve to be active in my children's lives prior to this event now I did.

1999 - Son Greg named to a AAA hockey team in Calgary, AB. The travel and new friends that I have gained all over North America has been a significant influence on me and my son. We got the opportunity to spend countless hours together in the car, van, suburban or motorhome talking about everything from friends and school to politics and life. It has been an incredible experience for me.

2002 - My beautiful wife was diagnosed with cancer. Following surgery she went through six rounds of excruciating chemotherapy. I thank the Lord everyday for her recovery and being with us. 2002 - I left Travelers and went to work for Hub International, an insurance agency in Montana, as a commercial lines producer. I worked there until I decided to begin my own agency in 2004.

2004 - Started InsurePro, a small target market insurance agency. I built up the book to the point that I decided I either had to expand or sell the business so in 2007 I sold the agency and left the insurance business for the first time in 21 years.

2007 - I now own and operate a small company that is venturing into the oil fields as a salt water disposal provider, UP Energy.

2007 - Linda had another bout with cancer. This one was much more significant and dangerous. Happily, the prognosis appears bright. I look at the advances in medicine from her first diagnosis five years earlier and I think of the impact that education has had on coming up with improved diagnosis and treatment of diseases of all kinds. We are responsible for the education of the next generation of those who will be treating us and our families. It is a tremendous responsibility. Today, my wife Linda remains a teacher at Lockwood Middle School and I think her influence has had a profound impact on my passion for education. My father served five terms on the board of trustees in Outlook and I think that influence gave me a sense of responsibility for the education of our children. I can think of no greater opportunity than to do everything I can to provide our families with a quality education. I continue to feel honored to serve my community as a trustee and I look forward to working with the officers, directors, staff and members of MTSBA to put our best efforts
into providing our future with the best quality education in the country. Thank you to District 9 for the opportunity to serve as a Director. I hope I can live up to your expectations.
